Examining the Factors that Lead to Poor Service Delivery in Post-Apartheid South Africa: Insight(s) from Modimolle-Mookgophong Local Municipality, Limpopo Province
In 2011, the South African government abolished and amalgamated several poor-performing municipalities to improve service delivery to the people. Modimolle and Mookgophong local municipalities were among those that were amalgamated to improve service delivery in the Modimolle-Mookgophong precinct. However, more than a decade after the amalgamation, Modimolle-Mookgophong municipality continues to experience service delivery challenges. Hence, this study examines the factors that lead to poor service delivery in the municipality.|A qualitative (subjectivist) research approach was adopted, with primary data collected through in-depth personal interviews with purposively selected respondents. As such, a non-probability judgment sampling technique was used to select a sample of eight (8) respondents from a population of the entire management and employees of Modimolle-Mookgophong Municipality. The evidence gathered indicates that service delivery in Modimolle-Mookgophong Municipality is impacted by the structure, resources, and capacity of the municipality.
