Abstract: 

This book began as relatively short monograph on a relatively narrow subject rethinking the meaning of international security after the end of the cold war. The Rocketfeelr Brothers Fund (RBF), like many other grant giving organizations active in the international arena, was reconsidering how best to channel its grants, and it wanted to contribute to the broader debate then raging over how best to define security in the chaotic international environment of the 1990s. The contours of that debate included calls for expansion of security to include all major threats to human well being, from armed conflict to disease to environmental degradation. As research director of the RBF project on redefining security, I spent several months drafting a monograph that dealt broadly with such big questions. At the end of the year, I took the draft monograph to the RBF's president, Colin Compbell;vice president, Russell Phillips;and special assistant to the president, Priscilla Lewis and asked them not to publish it, I had come to the conclusion that there was a better way to define the issue with which we were all grappling. I believe we were concerned not so much with bow broadly to define global security as with how well the world could deal with all the threats that would be loosely grouped under that heading. The monography was insisting on evolving into a broader book, one that focused on the process by which global decision making occurs the book you have in your hands.
