Abstract: 

In June, progress toward stability was notable in Libya, one of Africa's most chaotic countries, while setbacks were recorded in countries where despots have maintained stability via the repressive policies of leadership. Conflict in its myriad forms did have common denominators. Victims of new and historic crimes, from sexual abuse to genocide, agitated to be heard; and a former Chadian dictator was convicted of crimes against humanity. Tribal and border issues that have festered long-unresolved resurfaced.
