Abstract: 

This study investigates the difficulties and methods related to developing and enhancing capacity in the public sector of Nigeria. The research highlights the correlation between organizational performance and human resource management (HRM), with a foundation in contingency theory. Service delivery in Nigeria's public sector is hampered by serious problems like corruption, inefficiency, and a lack of transparency, all of which are a result of colonial administrative institutions. With an emphasis on training initiatives, digital literacy, and cybersecurity, capacity building is seen as a critical component for enhancing the efficacy of the public sector. Poor service delivery and skill shortages are the results of past neglect of capacity building. In order to solve these shortcomings, strategic planning and ongoing learning are necessary. The research emphasizes how strengthening institutional frameworks, strong governance, and global cooperation can improve capacity-building initiatives. Nigeria can create a workforce that is capable and resilient for the public sector by utilizing technology and implementing extensive training initiatives. This study offers an insightful analysis of the underlying problems and suggests workable solutions for better governance and sustainable development in Nigeria's public sector.
