Abstract:

Unlike other North African countries (e.g. Algeria, Libya, and Egypt), Morocco holds very limited proven hydrocarbon reserves. For decades, Rabat has depended heavily on imported oil and natural gas to meet its growing demand for energy. Realising the fiscal and environmental impact of this dependency, the Moroccan authorities have pursued a twofold strategy in recent years: developing the country's untapped renewable energy resources and improving energy efficiency. Partnership with the European Union has proven crucial in the initiation and implementation of this strategy.
