Abstract: 

This paper talks about the Addis Ababa Peace and Security Cooperation Framework signed in February 2013 by the DRC and other stakeholders in the Great Lakes region in response to the seizure of Goma by the Mouvement du 23 Mars rebellion in November 2012. It also looks at the UN Security Council Resolution which was adopted following the signing of the Framework and argues that despite the shortcomings the two policy documents may harbor, they have the potential to further the goal of peace and stability in the region.
