Private Military Contracting in Weak States: Permeation or transgression of the new public management of security?
New Public Management (NPM) is an approach to the organisation and management of government advocating the use of market methods and private firms for the allocation of public goods and services. Competition in the public sector, hands-on professional management, and discipline and parsimony in resource use are some of the 'doctrinal components' of the approach identified by Hood (1991:3-19) in the early 1990s.
