Abstract:

We are members of one great body planted by nature in a mutual love, and fitted for a social life. We must consider that we were born for the good of the whole. Seneca. If a people, in the formation of their government, have been ill-advised, if they have fallen into error, if they have acted iniquitously and unjust toward each other, God is their only judge;it is not the province of other nations to chastise their folly, or punish their wickedness, by choosing who should rule over them, or in what manner and form they should be governed. -Charles James Fox, to the House of Commons (April 17, 1794). This book has to do with foreign policy and, in particular, with the concept of "humanitarian interventions". Much of what follows will discuss such interventions in general terms as they impact on all states within the international system, but there will also be some special attention given to the role of the United States in this arena of activity.
