Abstract: 

In the 21st century many Africans are choosing to escape from their countries, and questions are still being asked about the capability of African states to practice good governance, involve in an effective management of resources, put in place an appropriate design of policy and an efficient discharge of functions, all designed at answering to basic human needs.
