Abstract: 

This book presents the key findings and recommendations from research undertaken in preparation of the 14th Assembly of the Heads of State and Government of the African Union, on the January 2010 Summit theme: "Information and Communication Technologies in Africa: Challenges and Prospects for Development". Consideration of the status and challenges of ICT in the Continent is expected to reinforce Member States' cooperation strategy and commitment to build an African Information Society capable of embracing and delivering the benefit of ICTs to all Africans. It contains detailed background studies, and recommendations that address the following key areas: - Enabling Environment (better regulations and coordination, including cyber security); - Finance (ICT Fund, coordination between Ministries of Finance and Ministries in charge of ICTs); - Infrastructure (accelerate and increase backbone building and connectivity); - Capacity building
