Abstract: 

Although the U.S. government and the health care industry have spent billions of dollars on information technology, productivity growth lags behind other industries, and there has been only modest improvement in clinical care quality. The primary cause is that IT implementation has been on issues such as switching to electronic records and increasing reimbursements through billing applications. Instead, IT needs to be used to transform care: facilitating data collection and turning the data obtained into actionable information for medical personnel. IT can also be used to develop new operating processes and business models, resulting in better patient outcomes.
