Abstract:
The development of national quality infrastructures is a strategic policy option to address typical weaknesses of emerging innovation systems. As argued in this paper, through investments in this often neglected area of public concern, governments may promote inter-sectoral linkages, the building up of necessary interface units, and foster both STI and DUI modes of learning.
