... one major general conclusion is evident : that democracy and civil society may be incongruous in some social settings. In other words, civil society may exist, although in rather difficult circumstances, when undemocratic conditions and the lack of the rule of law persist. The reverse, as the situation of youth and extremist movements indicate, may be equally true : that democratic state power and governance is no assurance for the flourishing of progressive and liberal civil society.
