Abstract: 

Rwanda has been given a wide berth by a global community guilt-ridden by its inaction in the 1994 genocide in which a Hutu-led government massacred 800,000 Tutsi tribes people. That wide berth has allowed Rwanda's government room to go about nefarious actions in neighbouring countries without meaningful international opposition. That the Democratic Republic of Congo (DRC) is destabilised and may slide into a dictatorship under Joseph Kabila is in no small part due to Rwanda's sponsorship of insurgencies in that country.
