Abstract: 

This handbook for trainers and consultants was designed for use in the National Capacity Building programme offered by the Enterprise Management Development Section (EMDS) of the International Trade Centre (ITC). This programme is designed to address the difficulties encountered when providing business development training and counseling services to SMEs in developing countries. A major cause of these difficulties is the absence of teams of qualified trade or business counselors. The objective of the programme is to help institutions responsible for supporting SMEs to improve their capacity by developing teams of trainers to train both other trainers and consultants. EMDS has defined a process for achieving these objectives, which is described in Guidelines for Building National Teams of Trainers and Counselors. This process defines three sets of skills and knowledge that professional trainers and counselors should acquire in order to: (1) diagnose management problems; (2) design a portfolio of training and consulting services to address these management problems; and (3) manage the administration, logistics and financing of these services.
