Abstract: 

This is the eighth update of the half-yearly report, Unfinished Business, designed to assist the international community in monitoring change in South Africa. The original report was issued in 1990, a turning point in South Africa's history, and was circulated to the Frontline States, the Organization of African Unity, the Commonwealth Committee of Foreign Ministers on Southern Africa, the European Community, the US Congress and the United Nations. It was published with the African-European Institute and the Association of European Parliamentarians for Southern Africa (AWEPA). Unfinished Business has continued to trace these developments. Each update provides a detailed narrative and statistical indicator of progress to date, with the most recent factual information and analysis on progress toward dismantling the extensive apartheid structure and establishing a non-racial democracy in South Africa. Update No. 8 is an Election Special, about the period leading up to an after South Africa's historic first all-race elections. Campaign issues, voter education, political parties, the elections, the economy, the new government, and the inauguration of President Nelson Mandela. This update contains the election results and implications at national and provincial levels, and covers the period 30 September 12993 to 20 May 1994.
