Abstract: 

This article examines the terrorist organization Boko Haram and its activities between 2009 and 2014, as well as the Nigerian government’s counterterroism strategy. The authors also examine the debate in Nigeria over whether the country's government should negotiate with Boko Haram or continue to fight against them. Finally, they offer recommendations for the Nigerian state, its citizens, religious leaders and neighboring countries as well as Boko Haram on what they can do to bring an end to the violence in the country.
